Enroll VPS SSH Host Key

/api/v2/public/vps/ssh/host-enrollment

Called by a newly provisioned Linux VPS itself, from cloud-init's phone_home module, to register the ed25519 host key the browser terminal should pin. The one-time token query parameter is the entire credential: it is single use, short lived, and bound to the machine it was minted for. There is no caller identity and no session.
